“I don’t know”, one of the most common abbreviations in English texting, dating back to early text messaging and instant messaging.
Neutral, but context matters. A bare “idk” in reply to a question can read as disengaged, while “idk, what do you think?” keeps things moving.
“idk” is the norm, “idek” means “I don’t even know” and “idrk” means “I don’t really know”. “idk tbh” and “idk man” soften it, while capital “IDK” can sound exasperated.
A lone “idk” in reply to an open question is one of the fastest ways to end a chat, because it gives the other person nothing to reply to. If you really do not know, follow it with a question or an option. With strangers, “idk” can also be a polite way to sidestep a personal question, and it is fine to use it that way.
